No, its Apple software that allows connection with devices such as printers that are on the same network, the software is built in to Mac OS and is available for windows platform.
You don't need to do anything about it on a Mac; it's already active. It allows you to connect with other Macs or other device by name, rather than having to obtain an IP number (which is liable to change from time to time).
